The Most Counterintuitive Market on the Platform — Canadian Students Choosing the UK While UK Universities Lose Canadian Enrolments

Canada occupies the most paradoxical position of any market on this platform. At the same time as UK universities are reporting lost revenue from Canadian international student caps — Canada introduced a 35% reduction in new international study permits in January 2024 and extended restrictions through 2027, reducing new international enrolments well below the cap itself — Canadian citizens are increasingly choosing to study in the UK. In 2025, 3,853 Canadian citizens were granted UK student visas — a 6.5% increase year on year and near the all-time high of 3,780 in 2022.

The irony is structural: Canada's aggressive international student caps have made the Canadian higher education environment more competitive and less welcoming for all students including domestic Canadians, some of whom are now looking internationally for postgraduate opportunities. Meanwhile UK universities are competing with Canada for Indian, Nigerian and Bangladeshi students while quietly benefiting from growing Canadian demand.

The Trump effect adds another layer — ICEF Monitor confirmed in May 2026 that Canadian universities are seeing a rebound in international student interest partly driven by US students choosing Canada over the Trump-era US, while the same Trump effect is simultaneously driving American students toward UK universities. Canada and the UK are both beneficiaries of US higher education disruption — but they are also each other's competitors for the same displaced international student demand.

What Drives Canadian Students to UK Universities

Canadian students choosing UK universities are overwhelmingly motivated by specific academic opportunities unavailable or less accessible in Canada — particularly one-year Masters programmes, specialist research supervisors and subject areas with stronger UK than Canadian traditions such as Law, Finance, Arts and Humanities, and certain STEM specialisations.

The UK one-year Masters is a particularly strong draw — completing a prestigious Masters in 12 months rather than the typical 18 to 24 months in Canada represents significant time and cost savings while delivering a globally recognised qualification. The Graduate Route post-study work visa — allowing two years of UK work experience after graduation — is also a meaningful incentive for Canadian graduates seeking international career experience before returning home.

Canadian students are typically well-funded, academically strong, and low-risk. They understand the international education landscape and have chosen the UK as an active preference not a default. Conversion rates from offer to enrolment are typically high.

University Applications (Undergraduate)

Canada is a highly significant UCAS undergraduate market — 45.8% of visa grants are for Bachelors degrees, making UCAS the primary channel for nearly half of all Canadian students. Canadian students applying through UCAS are making a deliberate international choice, paying full international fees with full awareness of the UK higher education system. They are among the highest-converting applicants in the UCAS cycle. Russell Group, London and specialist arts and law institutions attract the majority of Canadian applicants. The 2025 UCAS data showed Canada maintaining strong applicant volumes consistent with previous years. Universities should ensure dedicated Canadian recruitment activity — open days, digital outreach and alumni networks in major Canadian cities including Toronto, Vancouver and Montreal are the most productive channels.
