Pre-2021 figures are near-zero as EU citizens did not require UK student visas before Brexit took effect on 1 January 2021. Germany is the largest EU source market by visa volume and the most stable — growing consistently with near-zero refusal rates since Brexit.

Germany — The EU Market With the Most Interesting Strategic Dimension
Germany occupies a uniquely complex position in UK international higher education — it is simultaneously a source market sending students to the UK and a growing competitor attracting international students away from UK universities.
On the source market side, Germany is the largest EU country sending students to the UK by visa volume with 2,937 grants in 2025 — more than France at 2,487 or Spain at 2,487. Germany was one of only three EU countries confirmed by the British Council in February 2026 to show growth in new undergraduate entrants — alongside Ireland and France. The Masters surge is particularly striking — German students increasingly choose UK one-year Masters programmes as a premium international qualification after completing their domestic bachelor or master degree.
On the competitor side, Germany has been aggressively expanding English-taught programmes at its universities — making it an increasingly credible alternative for international students from Asia and beyond who might otherwise have chosen the UK. A 2025 intelligence report identified Germany as a growing competitor to UK universities particularly for STEM postgraduate students.
The doctoral dimension adds another layer — Germany's strong research university tradition and the DAAD scholarship programme mean some UK-bound doctoral students are being intercepted by German universities offering fully-funded research positions.

Germany — The Most Important EU Doctoral Market
Germany has by far the highest Doctoral proportion of any EU market at 6.2% of all visa grants in 2025 — 181 Doctoral grants compared to 100 for Spain and 96 for France. This reflects Germany's exceptionally strong research tradition and the prestige attached to doctoral qualifications in German professional culture.
German doctoral students choosing UK universities are typically targeting specific research supervisors, laboratories or interdisciplinary research centres not available in Germany. They are high-value, low-risk students. Key subject areas are STEM, Medicine, Economics and Social Sciences. Universities with strong research profiles and REF-rated research excellence are best positioned to recruit German doctoral students.
The DAAD — Deutsches Akademisches Austauschdienst — is Germany's primary academic exchange organisation and offers scholarships for German students studying abroad including in the UK. Building relationships with DAAD is a strategic priority for research universities targeting the German doctoral market.

University Applications (Undergraduate)
Germany is a significant UCAS undergraduate market — though Bachelors now represents only 35.5% of German visa grants, down from 45.7% in 2021 as Masters has grown. The British Council confirmed Germany as one of three EU countries showing UCAS undergraduate applicant growth in the January 2026 data — a positive signal that the post-Brexit floor has been found and growth is resuming. German students applying through UCAS are paying full international fees by active choice — they are highly motivated and academically strong. Russell Group and specialist technical universities attract the majority of German applicants. The Graduate Route post-study work visa is a particular draw for German Masters students seeking UK work experience before returning to Germany or pursuing international careers.
