Spain — The Post-Brexit EU Recovery Story in One Market

Spain tells the post-Brexit EU student story better than any other market. Before 31 December 2020, Spanish citizens exercised free movement rights and studied in the UK as home students — paying £9,250 tuition fees with access to tuition fee loans.

From 2021, Spanish students became international students overnight, facing fees of £15,000 to £28,000 per year with no loan support. The result was an immediate crisis — EU undergraduate enrolments across all countries fell 68% between 2020 and 2024 to their lowest level since 1994, according to the House of Commons Library. Spain was part of this collapse.

However something important happened from 2023 onwards — Spain began recovering. Visa grants grew from 2,013 in 2023 to 2,216 in 2024 to 2,487 in 2025, a 23% increase in two years. The 2026 UCAS January deadline data showed EU applicants grew 3.3% overall with France, Ireland and Germany contributing positively — and Spain showing similar momentum.

The British Council noted in February 2026 that Brexit is probably no longer the main factor driving EU student trends — suggesting a new post-Brexit equilibrium is forming. Spanish students choosing the UK in 2025 are doing so as an active international choice, not a default home market decision. This is a more motivated, more committed cohort than the pre-Brexit Spanish student population.

Spain's Masters Market is Growing Fast — A 2025 Bright Spot

Masters grants grew from 694 in 2024 to 876 in 2025 — a 26% increase in a single year and the highest Masters volume since Brexit. This strongly mirrors the French Masters trend and suggests that across southern Europe, the UK one-year Masters is becoming increasingly attractive as an alternative to longer domestic postgraduate programmes.

Spanish students have access to excellent domestic universities — Complutense, Autonoma, Barcelona — so those choosing the UK for Masters are specifically valuing the prestige, English language immersion and the Graduate Route post-study work visa. Business, Finance, Law and Technology are the strongest subject areas for Spanish Masters applicants.

The Doctoral doubling from 50 to 100 in 2025 is also notable — Spain has a strong research tradition and this may signal growing awareness of UK doctoral funding opportunities among Spanish researchers.

University Applications (Undergraduate)

Spain is a significant UCAS undergraduate market — 57.3% of visa grants are for Bachelors degrees, making UCAS the primary recruitment channel for this market. Spanish students applying through UCAS in 2025 are making an active international choice — paying full international fees — which means conversion rates and yield are typically higher than for markets where the UK is a default option. London and Russell Group universities attract the majority of Spanish applicants but there is growing appetite for specialist institutions in design, arts, business and technology. Universities should ensure Spanish-language marketing materials and dedicated Spain recruitment activity — this is a market where language-sensitive outreach makes a measurable difference to conversion.

Recruiter insights

  • Post-Brexit recovery is real and accelerating — Spain has grown 23% in two years from 2,013 grants in 2023 to 2,487 in 2025. The post-Brexit floor has been found and the trend is upward.
  • Zero compliance risk — 1.1% overall refusal rate in 2025 and never above 2% across any course level since Brexit. Ideal for BCA compliance purposes.
  • Masters surging at 26% in 2025 — the one-year UK Masters is becoming the primary growth driver for Spain. PG recruitment channels and partnerships should be the priority investment alongside UCAS for UG.
  • Doctoral market doubling — 100 Doctoral grants in 2025 up from 50 in 2024. Research universities should develop targeted PhD scholarship offers for Spanish researchers.
  • Q2 growing strongly — up 33% in 2025 versus 2024. January intake recruitment from Spain is increasingly viable.
  • High motivation cohort — Spanish students choosing the UK in 2025 are paying full international fees by choice. Conversion rates and completion rates are typically excellent.
  • Language-sensitive marketing converts — Spain responds to Spanish-language outreach and dedicated in-market presence more than many markets. Budget for translated materials and in-country events.
  • EU applicants growing for first time since Brexit — the 2026 UCAS data showed the first meaningful EU applicant growth since 2020. Spain is part of this positive trend and likely to continue recovering.
