Italy has near-zero refusal rates across all course levels and all years. Doctoral refusal rate was literally 0.0% in both 2024 and 2025 — every single Italian doctoral application was granted.

Italy — The EU Market That Brexit Hit Hardest and That Is Now Quietly Recovering
Italy's relationship with UK higher education is one of the most dramatic stories of the post-Brexit era. Before Brexit, Italy was the largest EU sending country of international students to the UK — with nearly 14,000 Italian students enrolled at UK universities in 2020-21. Italian students paid home-rate tuition fees of £9,250 and had full access to UK student loans. They did not require visas.
From January 2021 they became international students overnight — facing fees of £15,000 to £28,000 with no loan access and a student visa requirement. The impact was immediate and severe. UCAS undergraduate enrolments from Italy fell from around 3,840 at their peak in 2019-20 to just 1,560 in 2023-24 — a 59% collapse.
As one Italian student in London put it in May 2026: "I love London but without an employer sponsor and a high enough salary, it is almost impossible to stay after graduating. Many of my friends are thinking of moving elsewhere in Europe."
Yet the visa data tells a more positive story than the UCAS figures suggest. Student visa grants have grown every single year since Brexit — from 2,148 in 2021 to 2,495 in 2025 — a 16% increase. The explanation is the Masters surge. Italian students who can no longer afford UK undergraduate fees are choosing to come for high-value one-year Masters programmes instead — a more focused, more expensive but more professionally rewarding investment.
Italy's brain drain is real — over half a million Italians moved to other European countries in the past five years driven by high youth unemployment and limited domestic career prospects. The UK remains a primary destination for Italy's most ambitious graduates.

Italy — The Most Important EU Doctoral Market After Germany
Italy has the highest Doctoral proportion of any EU market at 8.1% of all visa grants in 2025 — 201 Doctoral grants with a 0.0% refusal rate in both 2024 and 2025. Italy has a long and distinguished research tradition — with globally recognised universities including Bologna, Sapienza, Milan and Padova — but chronic underfunding of domestic research has driven Italian doctoral researchers to seek international positions.
UK research universities offer fully funded doctoral positions, world-class facilities and internationally recognised PhD qualifications that Italian domestic institutions often cannot match on funding or international prestige. Key subject areas for Italian doctoral students are STEM, Medicine, Architecture, Arts and Humanities, and Social Sciences.
Universities with strong research profiles and REF-rated research excellence should prioritise Italian doctoral recruitment. The Italian Cultural Institute in London is an important relationship for universities seeking to build doctoral pipelines from Italy.

University Applications
Despite the 59% collapse in UCAS undergraduate enrolments since Brexit, Italy remains a meaningful UCAS market — 37.4% of visa grants are for Bachelors degrees, suggesting a cohort of Italian undergraduates who are willing and able to pay full international fees. These students are making a very deliberate and financially significant choice — they are among the most committed international applicants in the UCAS system. London and Russell Group universities dominate Italian UCAS applications. The Masters surge means postgraduate marketing is now more important than undergraduate for Italian recruitment — but both channels are worth maintaining. Note that many Italian students apply directly to universities outside UCAS, particularly for Masters programmes.
