Note: In 2021 Masters and Bachelors were almost exactly equal at 400 and 398. Since then Bachelors has grown consistently while Masters has declined every year — down 22% from the 2021 peak. Below Bachelors peaked in 2023 at 178 and is now declining.

Jordan — A Stable Mid-Size Arab Market With Geopolitical Complexity
Jordan occupies a distinctive and complex position in the Middle East — a constitutional monarchy of 10 million people that has historically maintained relative stability in one of the world's most turbulent regions. Jordan hosts more refugees per capita than almost any country on earth — over 760,000 registered Syrian refugees and a long-established Palestinian population that makes up a significant proportion of Jordan's citizenry.
This demographic complexity shapes the Jordanian student market in important ways. A meaningful proportion of Jordanian passport holders studying in the UK have Palestinian, Syrian or other regional heritage — reflecting Jordan's role as a refuge and hub for the broader Arab world.
Jordan's own higher education sector is relatively well developed by regional standards — the University of Jordan, Jordan University of Science and Technology and other institutions are regionally recognised. Scholarship Pathways for Jordanian Students to the UK
Several scholarship programmes fund Jordanian students to study in the UK. The Chevening Scholarship — the UK government's flagship international scholarship — is available to Jordanian applicants for one-year Masters programmes at UK universities. Chevening scholars are future leaders selected on academic excellence and leadership potential. Jordan consistently produces Chevening scholars.
The Bseisu-University of Cambridge Scholarship — offered in partnership with the Amjad and Suha Bseisu Foundation — is available to Masters applicants who are citizens of Lebanon, Jordan, Palestine or Syria. The Said Foundation Scholarships support exceptional students from the Middle East — including Jordan — with Masters study at leading UK universities in any field. The Gates Cambridge Scholarship offers approximately 80 full-cost scholarships to outstanding postgraduate applicants from outside the UK including Jordan.
UK universities should also be aware that the Jordanian Ministry of Higher Education maintains a list of recognised international universities for equivalency purposes — the recognition of UK degrees by the Ministry affects the career value of a UK qualification for Jordanian students and influences their choice of institution.

Jordan Approaching BCA Threshold — Monitor Closely
Jordan's overall refusal rate has been rising steadily — from 1.2% in 2020 to 4.3% in 2025. Every course level is now between 4.0% and 4.8% — all approaching the new 5% BCA threshold introduced on 4 June 2026. Jordan is not yet in the amber zone but is closer than any other Gulf or Middle East market in the dataset.
Universities with significant Jordan recruitment should monitor their CAS issuance data carefully and be prepared to review agent relationships if refusal rates continue to rise in 2026. The Doctoral refusal rate of 4.1% in 2025 is particularly notable — Doctoral applications from Jordan warrant the same scrutiny as taught course applications given the rate trajectory.

University Applications (Undergraduate)
Jordan is a meaningful UCAS undergraduate market — Bachelors now represents 44.0% of all visa grants and is the largest single category for the first time. UCAS is therefore a genuinely important channel for this market. Jordanian UCAS applicants are typically academically strong with good English proficiency — English is widely taught in Jordanian schools and universities. The Below Bachelors cohort at 14.1% represents a meaningful foundation and language programme pipeline. The Doctoral market at 7.4% is the fourth highest in the dataset — research universities should note Jordan's strong tradition in Engineering, Medicine, Computer Science and Pharmacy and consider targeted doctoral scholarship offers for Jordanian researchers.
