Kuwait operates one of the most structured government scholarship programmes of any source market. The Kuwait Ministry of Higher Education runs an annual scholarship programme that is fully funded — covering tuition fees, monthly living allowance, annual return flights, and book and clothing allowances.

Critically, 143 UK universities are approved by the Kuwait Ministry of Higher Education for scholarship-funded students, making the UK one of the most popular scholarship destinations for Kuwaiti students.

Besides the Ministry of Higher Education, multiple other government and semi-government organisations offer scholarships linked to employment — including the Civil Service Commission, Kuwait University, Kuwait Oil Company, Kuwait Petroleum Corporation, and the Kuwait Foundation for the Advancement of Sciences (KFAS). KFAS focuses specifically on graduate students and funds Masters and PhD programmes at leading UK universities.

This means a significant proportion of Kuwaiti students arriving in the UK are fully government-funded — their tuition is guaranteed and their conversion from offer to enrolment is exceptionally high. Universities that are not on the Ministry of Higher Education approved list are effectively excluded from the scholarship market.

The Kuwait Ministry of Higher Education maintains an approved list of UK universities and programmes eligible for scholarship-funded students. All Kuwaiti students — whether scholarship-funded or self-funded — are strongly encouraged to choose institutions on this list. The Ministry has two approval tiers:

  • Distinguished Merit Programmes at top-ranked universities covering Medicine, Engineering and Technology — areas considered essential for Kuwait's future workforce.
  • Standard Approval covering a broader range of subjects at approved institutions.

Universities not on the approved list face a significant barrier to recruiting Kuwaiti scholarship students. UK institutions should verify their approval status and course eligibility directly with the Kuwait Cultural Office in London.

Kuwait is not a significant UCAS undergraduate market in absolute terms but the UCAS data that exists is meaningful — Kuwaiti students applying through UCAS are predominantly seeking Bachelors and Below Bachelors pathways consistent with the visa data. The large Below Bachelors visa cohort (39.8% of all grants) represents a significant foundation and A-level programme pipeline that feeds into UCAS undergraduate applications in subsequent years. Universities with strong foundation programmes and pathway partnerships are particularly well positioned to capture Kuwaiti students at the pre-degree stage and retain them through to undergraduate completion.
