Morocco — The Francophone Market on the Cusp of an English Revolution

Morocco is one of the most fascinating emerging markets for UK universities — a country undergoing a profound linguistic shift that could fundamentally expand the pool of UK-eligible students over the next decade.

Historically Morocco has been a deeply Francophone country. The education system has been conducted primarily in French since independence, and France has historically been the dominant overseas education destination for Moroccan students — hosting far more Moroccan students than any other country. This explains why the UK market is relatively small at 890 grants despite Morocco having a population of 38 million.

However something significant is changing. Morocco's Ministry of Education announced in May 2023 that English language teaching would be introduced from the first year of middle school. By the 2025-26 academic year, 100% of public middle school students in Morocco are receiving English lessons — a national rollout that will fundamentally expand the English-proficient cohort over the coming decade.

A 2021 British Council survey found that 40% of young Moroccans consider English the most important language to learn, with only 10% saying the same for French. This is a structural shift — not a temporary trend.

For UK universities, Morocco represents a long-term opportunity rather than an immediate volume market. The students currently choosing the UK are the early adopters — the English-speaking minority in a predominantly Francophone system. Morocco Approaching BCA Threshold — Both Masters and Bachelors Above 5% in 2025

Morocco's refusal rate trajectory is the most important compliance signal on this page. The overall refusal rate rose from 2.1% in 2024 to 4.4% in 2025. More significantly, both Masters and Bachelors crossed the 5% BCA threshold in 2025 — Masters at 5.4% and Bachelors at 5.1%.

Under the new June 2026 BCA framework requiring refusal rates below 5% for a green rating, Morocco is technically in amber territory for its two largest course level categories. Universities with significant Morocco recruitment should review their CAS issuance practices and agent relationships. The Q4 2025 decline of 30% suggests the trend may be accelerating into 2026.

The UK vs France — Why Some Moroccan Students Choose English Over French

For the Moroccan students who do choose the UK over France, specific motivating factors emerge consistently.

First, English language immersion — for career-focused Moroccan graduates, a UK degree provides English language proficiency that French study cannot. As English becomes increasingly dominant in global business, technology and international organisations, a UK qualification carries distinctive career value.

Second, the Graduate Route post-study work visa — two years of UK work rights after graduation is a significant draw for Moroccan graduates seeking international career experience. France offers comparable post-study work options but the UK brand carries premium recognition in global employers.

Third, specific course availability — certain specialist programmes in Finance, Law, Technology and Creative Industries are stronger in UK universities than French equivalents.

Fourth, the Moroccan diaspora in the UK — while smaller than in France, the established Moroccan community in London and other UK cities provides a social network that facilitates the transition.

HESA Enrolment Context

HESA data shows 1,715 Moroccan students were enrolled at UK universities in 2024/25 across 103 institutions. This is significantly higher than the 890 visa grants in 2025 because HESA counts all enrolled students regardless of when they arrived — including students already in their second or third year of study. The most common Moroccan student communities are at University of Hertfordshire, University of East London, Coventry University, University of Wolverhampton and Middlesex University — typically institutions with strong international recruitment and accessible entry requirements.
