University Applications (Undergraduate)

Pakistan is not a significant UCAS undergraduate market — the vast majority of Pakistani students come for postgraduate Masters courses recruited outside the UCAS system. UCAS data flagged in January 2025 that Pakistan was showing issues alongside India while China and the US continued to grow. The rising refusal rate suggests the conversion from application to enrolment is becoming increasingly difficult for Pakistani students regardless of channel.

Nine UK Universities Suspended Pakistan Recruitment — The Full Picture

In December 2025 the Financial Times reported that at least nine UK universities had suspended or heavily restricted student recruitment from Pakistan, citing surging visa refusal rates and Home Office compliance pressure. The universities that took action included:

  • University of Chester — suspended Pakistan recruitment until autumn 2026 citing a sudden surge in visa refusals.
  • University of Wolverhampton — stopped accepting undergraduate applications from Pakistan.
  • University of East London — paused Pakistan recruitment altogether.
  • University of Sunderland — suspended recruitment citing integrity of the student visa framework.
  • Coventry University — suspended recruitment.
  • University of Hertfordshire — paused recruitment.
  • Oxford Brookes University — scaled back Pakistan admissions.
  • Glasgow Caledonian University — restricted Pakistan recruitment.
  • BPP University — suspended Pakistan admissions.

The trigger was clear — Pakistani and Bangladeshi applicants together accounted for approximately half of all 23,036 student visa refusals recorded by the Home Office in the year to September 2025. Pakistan's refusal rate stood at approximately 18% in that period — well above the new 5% BCA threshold.

High Risk Recruitment Patterns — What UK Universities Need to Know

Unlike India where regional geography is the primary risk indicator, Pakistan's compliance risk is more broadly distributed but concentrated around specific risk patterns that universities should screen for.

Asylum Claims Surge

The primary driver of Pakistan's refusal rate crisis is not academic fraud but a surge in asylum claims lodged by students after arrival in the UK. Border Security Minister Dame Angela Eagle specifically stated the student visa route must not be used as a backdoor to settling in the UK. Sub-agent Network Risk

The rise in asylum claims is directly linked to uncontrolled practices by global recruitment agencies operating through multiple layers of sub-agents in Pakistan. Commercial competition prioritising application numbers over quality has diluted accountability and increased compliance risk. Business and Management Courses

As with India, Business, Management and MBA programmes carry disproportionately high non-genuine student risk from Pakistan. UKVI scrutinises Business course applications from Pakistan with particular care. Universities offering Business programmes should apply additional pre-screening and CAS issuance protocols for Pakistani applicants.

Bachelors Risk is Higher Than Masters

The data shows Bachelors refusal rate reached 19.5% in 2025 versus 14.9% for Masters. Undergraduate Pakistani applicants carry higher compliance risk than postgraduate. Universities should apply stricter pre-screening to Pakistani undergraduate applications in particular.

GCC-Resident Pakistani Applicants

A significant number of Pakistani students apply from Gulf states including UAE, Saudi Arabia, Qatar, Kuwait and Bahrain where they hold residency. These applicants carry the same nationality-based risk categorisation as Pakistan-resident applicants despite often having stronger financial profiles.
