Note: Qatar has the most extraordinary course level distribution of any market in the dataset — Bachelors and Below Bachelors are almost exactly equal at 44.6% and 44.2% respectively. Masters at just 7.1% is the lowest Masters proportion of any Gulf market — a complete contrast to Kuwait and Saudi Arabia. This reflects Qatar's unique education system and the dominant role of foundation and A-level programmes for Qatari students choosing UK education.

Note: The most dramatic trend is the collapse of Masters — down 40% from 109 in 2020 to just 65 in 2025. Simultaneously Below Bachelors has grown 70% from 238 to 404. The market is structurally shifting away from postgraduate and toward foundation and pre-degree programmes.

Qatar — The Gulf's Most Distinctive Education Market and Why Below Bachelors Dominates
Qatar is a small but wealthy Gulf state of 2.9 million people — of whom approximately 300,000 are Qatari nationals, with the remainder being expatriate workers and their families. This demographic reality fundamentally shapes the student visa market. Qatari nationals are a small and wealthy cohort for whom cost is rarely a barrier to UK education.
However Qatar has invested extraordinarily in its own domestic higher education infrastructure through Qatar Foundation's Education City — a landmark campus hosting branch campuses of leading international universities including Georgetown, Carnegie Mellon, Northwestern, Texas A&M, UCL and others. Qatari students can study for US and UK degrees without leaving Doha. This explains the very low Masters proportion — Qatari postgraduates who want an international degree can often get one at Education City.
The high Below Bachelors proportion reflects Qatari families choosing UK foundation, A-level and language programmes as preparation for UK undergraduate study — often at boarding schools and sixth form colleges — before progressing to UK universities. This is a long-duration educational journey that UK providers have historically been very well positioned to serve.
The 2025 decline of 12.4% coincides with a period of significant expansion at Education City — as more world-class programmes become available domestically, the incentive to travel to the UK for undergraduate study faces gentle but real competitive pressure.

Scholarship Pathways for Qatari Students
Several scholarship programmes fund Qatari students to study in the UK. The Qatar Fund for Development Scholarships — administered by QFFD — provides hundreds of scholarships annually for international study including in the UK. Awards are based on academic merit, financial need and demographic criteria aligned with Qatar National Vision 2030.
The Ministry of Education and Higher Education Government Scholarship — available to Qatari nationals — funds overseas study at approved institutions covering tuition fees, living allowance and return flights. UK universities wishing to attract government-funded Qatari students should seek approved institution status with the Ministry of Education.
The Qatar Foundation Financial Aid programme supports students at Education City partner universities — while primarily for Education City study, some programmes include progression to UK campuses. The Chevening Scholarship is available to Qatari applicants for Masters study at UK universities. Qatar consistently produces Chevening scholars.

Qatar Foundation's Education City is one of the most remarkable higher education developments in the world — a 2,500-acre campus in Doha hosting ten world-leading universities offering full degree programmes in Arabic and English. UK institutions with Education City presence include UCL Qatar — offering Masters programmes in Museum Studies, Library and Information Studies and Conservation.
For UK universities without Education City presence, Education City represents genuine competition for Qatari students who might otherwise travel to the UK for similar programmes. However Education City also creates a pipeline — Qatari students who complete foundation or undergraduate programmes at Education City often seek postgraduate study in the UK or elsewhere internationally.
Building relationships with Education City advisers and alumni networks is a strategic entry point for UK universities targeting Qatar.

Qatar is a meaningful UCAS undergraduate market — Bachelors represents 44.6% of visa grants and the large Below Bachelors cohort at 44.2% represents one of the most significant foundation and A-level programme pipelines of any Gulf market. Universities with strong foundation programmes, boarding school feeder relationships and A-level provision are particularly well positioned for Qatar. Qatari UCAS applicants are typically well-funded, well-prepared academically and high-converting. The very small Masters market at 7.1% means postgraduate marketing is largely irrelevant for this market — focus entirely on undergraduate and pre-degree pathways.
