Vietnam — The Most Underrated Growth Market in UK International Recruitment
Vietnam is one of the most consistently overlooked opportunities in UK international recruitment — and the data makes a compelling case for why that needs to change. Vietnam has a population of 101 million, making it the world's 15th most populous nation and the third largest in Southeast Asia. Critically for UK universities, approximately 17% of the population is aged 17 to 25 — a deep and sustainable recruitment pipeline that will not shrink.
Vietnam's economy is one of the fastest growing in Asia, recording 7.52% GDP growth in the first half of 2025 — its strongest performance in over 15 years. A rapidly expanding middle class is driving surging demand for international education as families invest in overseas credentials. More than 150,000 Vietnamese students are studying abroad worldwide in 2024, with Vietnam now the largest source of international students in Southeast Asia. The most popular destinations are Japan, the US, South Korea, Australia and Canada — the UK is significantly underrepresented relative to Vietnam's size and ambition.
This is the opportunity. The US is becoming less attractive for Vietnamese students following Trump administration visa uncertainty, with F-1 visa issuances to Vietnamese students dropping 13% in March and 17% in May 2025. Australian demand is cooling following visa tightening. Canada has capped enrolments. The UK is well positioned to capture displaced Vietnamese demand — but most UK universities have not yet built the agent networks and brand presence to do so.

Vietnam — A BCA-Safe Growth Market
Vietnam's 3.1% overall refusal rate in 2025 places it comfortably in the GREEN zone under the new June 2026 BCA framework, which requires refusal rates below 5% for a green rating. This is a significant improvement from the elevated rates seen in 2023 (9.3%) and 2024 (7.4%), which were driven primarily by Below Bachelors and Bachelors course level issues now resolved.
Masters refusal rate is consistently low at 2.8% in 2025. Below Bachelors refusal rate collapsed from 27.9% in 2024 to just 2.1% in 2025 — the most dramatic single-year compliance improvement in the emerging markets dataset. For universities under BCA compliance pressure from high-risk markets like Pakistan, Ghana or Bangladesh, Vietnam offers a clean, growing, BCA-safe alternative.

University Applications
Vietnam is not yet a significant UCAS undergraduate market in absolute terms — the UK is significantly underrepresented as a destination for Vietnamese students compared to Japan, Australia, the US and Canada. However the 22.6% Bachelors share of visa grants and the growing Below Bachelors pipeline at 9.6% suggest undergraduate recruitment is viable. The bigger opportunity is in Masters — 64.6% of Vietnamese visa grants in 2025 are for postgraduate taught courses, and with over 150,000 Vietnamese students studying abroad, the Masters pipeline is large and growing. Universities that establish strong agent networks and attend Vietnamese education fairs now will be ahead of the curve when Vietnamese student demand for UK universities accelerates.
